NHA: Wainstein Guilty Of ‘Serious Offence’

Conducted himself in an improper manner whilst on racecourse property

The National Horseracing Authority confirms that an Inquiry was heard at its offices in Johannesburg on 22 June 2016 into the alleged assault involving Mr Larry Wainstein, who is the CEO of The Racing Association and another party, outside the parade ring, after the running of Race 9 run at the Turffontein Racecourse on 30 April 2016.

Mr Wainstein was charged with a contravention of Rule 72.1.26 in that he conducted himself in an improper manner whilst on racecourse property on 30 April 2016.

Mr Wainstein pleaded guilty to the charge and was found guilty of the charge.

National Horseracing AuthorityThe Inquiry Board, when considering the penalty, took into account the mitigating circumstances that surrounded the incident and thereafter Mr Wainstein’s conduct.   However, the Board also stated that this is a serious offence.

The Board, in balancing the interests of all stakeholders ruled that Mr Wainstein be fined the sum of thirty thousand rand (R30.000) of which twenty thousand rand (R20.000) is suspended for a period of twelve months, on condition that during the period of suspension, he is not found guilty of a breach of the said rule.
