  1. Before SA embarks on trail blazing in this area I hope that more than one race will suffice to change the rule. You can talk theory all day long but only long term practice will suffice to show what the consequences of this are for horsemen and punters. Why not have one race per meeting with no whips over 6-12 months and see where that leads and what one can draw from the experiment?
