The National Horseracing Authority have introduced a rule that will cover certification of first-timers and horses who have not run for 120 days or more.
After the introduction of public barrier trials in KZN this month, trainers in other provinces will find themselves obliged to expose first-timers and rested horses to the Stipes for clearance.
Rule 10.5.7 says:
In the case of a HORSE which has not raced before or which has not raced for a period of 120 DAYS or more at the time of the race, prior to entry day advise the SB in his RACING DISTRICT of the name of such HORSE which he intends to enter and shall, when required by the SB in terms of RULE 4.2.7 and prior to final declarations, satisfy the SB that a HORSE is fit to take part in a RACE for which it is to be or has been entered. The HORSE shall be required to run at not less than half pace over a distance of not less than 600m or as determined by the SB
Rule 4.2.7 says:
The Stipendiary Board have to the authority to consider and satisfy themselves as to the fitness of a HORSE to run in a RACE, in accordance with the provisions of RULES 10.5.7 and 49.7 and to withdraw from a race.
