Who makes the tote rules? Why is the Pick 6 the only exotic bet that offers players protection against first-timers?

Selwyn writes that he would like to know why the powers -that-be specifically chose the Pick 6 for First Timers (unraced horses) to qualify?
I find nothing wrong in the reasoning for the uninformed Punter to be given an equal chance in a race with unraced horses.
What I can’t understand is if that is the reasoning, then why does this rule not apply to ALL exotic bets?
On Saturday at Hollywoodbets Greyville unraced horses filled the first two places in the second leg of the Bipot which, no doubt, left many disgruntled Punters with losing tickets.
As I previously stated, I am not against the First Timer Rule – but as far as I am concerned it should apply to ALL of the Exotics – or none at all.
Ed – in the end, and with some fancied results, the Bipot paid R424 -70.
