The National Horseracing Authority of Southern Africa confirms that an Appeal was heard at its offices in Johannesburg on Wednesday, 30 April 2025, and was finalized on Friday, 9 May 2025.
For background purposes, it should be noted that at an Inquiry held in Pietermaritzburg on Sunday, 21 July 2024, Jockey S Khumalo was charged with a contravention of Rule 58.10.2 (read with Guideline M in Appendix E regarding the use of the crop).

The specifics of the charge were that he misused his crop by striking COUSIN CASEY more than twelve times (15) during Race 7 of the Hollywoodbets Durban July (Grade 1) at Hollywoodbets Greyville Racecourse on 6 July 2024.
This action was deemed unwarranted under the circumstances of the race.
Jockey Khumalo pleaded guilty and was found guilty of the charge.
After consideration of the mitigating factors, including Mr Khumalo’s recent disciplinary record related to similar contraventions and the Grade 1 status of the race, the Inquiry Board imposed the following penalties:
- A suspension from riding in races for a period of fourteen (14) days.
- A fine of R54,500 (fifty-four thousand and five hundred rand).
Jockey Khumalo was given the right to appeal the penalty imposed, which he exercised.
Appeal Board Ruling:
The Appeal Board issued the following order:
- The appeal is dismissed.
- The appellant (Jockey S. Khumalo) is ordered to pay the wasted costs related to the postponement of the hearing held on 30 April 2025.
- The appellant (Jockey S. Khumalo) is ordered to pay the costs of the Appeal Hearing held on 9 May 2025.
- Jockey Khumalo’s appeal fee is forfeited.
