Prohibited Substance – Nel and Forster Fined

Both pleaded guilty

The National Horseracing Authority confirms that at an Inquiry held in Cape Town on 1 December 2016, Trainer W A Nel and Assistant Trainer B L Forster were charged with a contravention of Rule 73.2.7, read with Rule 10.5.14.

This arose as a result of an Out of Competition blood specimen which was taken from the horse ARCTIC TEON, trained by Mr W A Nel at his Private Stables at Summerveld which is run by his Assistant Trainer B L Forster, on 15 September 2016, disclosed upon analysis the presence of Flunixin, a prohibited substance in terms of the Rules, and which was not recorded in his Veterinary Treatment Register.

Nel and Forster pleaded guilty to the charge. The Board accepted both pleas and they were both found guilty of the charge.

 In consideration of a penalty, the Inquiry Board took into account the mitigating circumstances put forward by Messrs W A Nel & B L Forster, and that it was their first offence, and imposed a fine of R14 000 each, of which R10 000 each is suspended for a period of 24 months, provided that Messrs W A Nel & B L Forster are not charged with and found guilty of a similar offence during that period.
